Pulses : केंद्र सरकार ने संसद में देशभर में दलहन फसलों (Toor Dal) की सरकारी खरीद से संबंधित जानकारी प्रस्तुत की। कृषि मंत्रालय ने बताया कि केंद्र ने मूल्य समर्थन योजना (PSS) के तहत अब तक 1,31,000 टन तुअर की खरीद की है, जिससे 89,219 किसानों को लाभ हुआ है।
2024-25 खरीफ सीजन के लिए, मंत्रालय ने PSS के तहत नौ राज्यों – आंध्र प्रदेश, छत्तीसगढ़, गुजरात, हरियाणा, कर्नाटक, मध्य प्रदेश, महाराष्ट्र, तेलंगाना और उत्तर प्रदेश से कुल 13.22 लाख टन तुअर (Toor Dal) की खरीद को मंजूरी दी है।
कृषि मंत्रालय के अनुसार, आंध्र प्रदेश, गुजरात, कर्नाटक, महाराष्ट्र और तेलंगाना में तुअर (Toor Dal) की खरीद प्रक्रिया शुरू हो चुकी है। मंत्रालय ने एक बयान में कहा कि 11 मार्च तक इन राज्यों में कुल 1.31 लाख टन तुअर (अरहर) की खरीद की गई है। अन्य राज्यों में भी तुअर की खरीद जल्द ही आरंभ होगी।
सहकारी समितियों NAFED और NCCF के ई-समृद्धि पोर्टल पर पहले से पंजीकृत किसानों से तुअर की खरीद की जाती है। यह ध्यान देने योग्य है कि मूल्य समर्थन योजना तब लागू होती है जब कुछ कृषि उत्पादों के बाजार मूल्य न्यूनतम समर्थन मूल्य (MSP) से नीचे गिर जाते हैं।
इस योजना का उद्देश्य किसानों को उनकी उपज के लिए न्यूनतम मूल्य सुनिश्चित करके एक सुरक्षा जाल प्रदान करना है, ताकि वे बाजार की अस्थिरता और मूल्य में उतार-चढ़ाव से सुरक्षित रह सकें।
मसूर और उड़द की खरीद को मिली मंजूरी (Toor Dal)
तुअर के अलावा, मंत्रालय ने 2024-25 खरीफ सीजन के लिए 9.40 लाख टन मसूर और 1.35 लाख टन उड़द की खरीद को मंजूरी दी है। बजट 2025 में, सरकार ने देश में दालों में आत्मनिर्भरता हासिल करने के लिए केंद्रीय नोडल एजेंसियों के माध्यम से 2028-29 तक राज्य के उत्पादन के लिए 100 प्रतिशत तुअर, मसूर और उड़द की खरीद की घोषणा की है। पिछले कुछ वर्षों में दालों का उत्पादन बढ़ा है, लेकिन देश अभी भी घरेलू मांग को पूरा करने के लिए आयात पर निर्भर है।
दाल के शुल्क-मुक्त आयात की अवधि बढ़ाई (Toor Dal)
भारत दालों के उत्पादन में एक प्रमुख देश है, लेकिन बड़ी मात्रा में उत्पादन के बावजूद, यहां की खपत के अनुरूप उत्पादन नहीं हो पा रहा है। इसी कारण सरकार को अन्य देशों से आयात कर देश में दाल की आपूर्ति करनी पड़ती है। दाल के उत्पादन को बढ़ावा देने के लिए सरकार दलहन मिशन चला रही है।
सरकार ने आम उपभोक्ता को सस्ती कीमत पर दाल उपलब्ध कराने और मांग को पूरा करने के लिए हाल ही में पीली मटर दाल के शुल्क मुक्त आयात की मियाद बढ़ाकर 31 मई 2025 तक कर दी है. वहीं उड़द के शुल्क मुक्त आयात की मियाद भी एक साल बढ़ाकर 31 मार्च 2026 कर दी है.
